The Listers have been answering many questions about tax bills.  A number of these questions have brought to our attention some important issues we wanted to share with you.   

SCHOOL TAX INCREASE

The primary cause for the increase in tax bills this year was the significant increase in the state school tax.  This increase is impacted by the CLA, the state adjustment in spending per student, and the 26% increase in the school budget voted for by the town.  This increase resulted in a change from 1.558 (2004) to 1.9477 (2005) for residents, and 1.876(2004) to 2.0040 (2005) for non-residents.   Only residents are assessed for the school budget increases voted for by the town.  The town tax actually decreased from .44 (2004) to .38 (2005) cents. The state school tax accounts for 84% of the total tax rate.   

STATE REBATES AND PREBATES TO HELP PAY TAXES (Education Property Tax Payment)

The state refunds money to all resident taxpayers with household incomes up to $75,000 for 2005 to assist in payment of taxes.  This income cap increases to $85,000 in 2006 and to $90,000 in 2007.  If your household income does not exceed $75,000, you are entitled to a rebate from the state to assist you in paying your taxes.  These checks have already been sent to North Hero.  If you have not received one and believe you may qualify, please contact the Listers for forms and information for filing with the state.  The forms may also be downloaded from the state website and you’ll need the following: HS-138 (Education Property Tax Payment), HS-139 (Homeowner Property Tax Rebate Claim), HI-144 (Household Income), and, of course, HS-131 (Declaration of Vermont Homestead).  These forms should be filled out each year with your Vermont Income Tax forms in April.  Or you can go to the State of Vermont Tax Form website for more tax forms.

 FILING A HOMESTEAD DECLARATION

All residents must, by state law, file a Vermont Homestead Declaration (HS-131) along with their taxes every year. The state imposes a penalty of 1% of the correct school property tax and has the right to deny your rebate payment if you do not file.  This declaration enables you to be taxed at the resident rate, and all information necessary to fill out the form is on your tax bill.  There are still about 20 North Hero residents whose homesteads have not been acknowledged by the state.  You should have been notified by the state that you needed to contact them regarding your filing.  Until the state corrects your homestead, you will be taxed at the non-resident rate.  A corrected tax bill will be sent to you when the Listers have been notified electronically that the designation has been changed.  You may contact the State Tax Department at (802) 828-5860 or 1-(866) 828-2865 and ask for homestead filing assistance.
